Libby outage caused authentication, borrowing, and shelf syncing issues

Resolved - There was a brief Libby outage from 9:06 to 9:19 AM EDT causing multiple failures throughout the app including signing in, borrowing, placing holds, opening titles, and Shelf syncing. This outage has been resolved, and we continue to monitor performance.
